🔍 Case Summary
- Apr 17 2025 | C5 pod, cell C505 (4 :30–4 :45 PM): Officer Gibbs / Gibson fully opened the reinforced tray slot, forcefully slammed it down twice onto Troy’s right hand, then pressed his body weight on the lid, trapping the hand between sharp edges. Gibbs brandished pepper spray and threatened, “nigga we’ll come in there and beat you until you forget.” Officers J. Eldridge, CO Smith, and other unidentified officers assisted. Sgts. Taylor & Rogers arrived later; Rogers issued a fabricated charge claiming Troy “refused to remove his hand,” serving him that night and imposing a 60-day phone restriction.
- Apr 18 2025 | Medical (9 :40–9 :50 AM): X-ray taken; hand still swollen, cannot close into a fist; results and treatment withheld.
- June 2024 – Segregation: While unresponsive, staff pepper-sprayed Troy, shackled him, dragged his unconscious body to the top tier, and closed-hand struck his face; officers later called these blows “revival pats.” Some of the same staff were present in the April assault.
