🚨 Red Alert — Reported OC/K9 Assault, Retaliation, and Deprivation

The summary below is based on Shane Pollard’s mailed written testimony (12/11/2025). These are allegations requiring independent investigation.

Chain of events (KMCC):

  • 9/16/25 9:33am: Shane reports he filed a PREA complaint against Officer Sentiger (KMCC).
  • 9/16/25 9:44am: ~10 minutes later, he says a charge was written for “unauthorized use of the PREA hotline.”
  • 9/24/25: hearing officer found him guilty; he states the charge was overturned on appeal by KMCC’s warden on 10/31/25.
  • 10/16/25: he reports a strip search in general population in front of 7–8 officers, which he describes as harassment/intimidation.
  • 10/22/25 2:20pm: at cell door A340, he reports Sentiger taunted him about the PREA complaint and said: “Guess that didn’t go in your favor huh? Try again big daddy.”

Use of force (10/31/25, KMCC):

  • He reports Officer Sentiger told him to step into the hallway to “talk.” He refused, citing safety concerns and prior complaints.
  • He reports he told booth officer Cook he did not feel safe talking to Sentiger alone; Cook told him to wait for Officer Kerne.
  • After Kerne arrived, Shane says he stepped into the foyer and was immediately surrounded by Sentiger, Kerne, Officer Ball, Sgt. Wade, and K9 Officer Fannin with K9 “Cletus.”
  • He reports Officer Ball OC-sprayed him twice. He says he could not see, his face burned, and officers grabbed/tugged/twisted his arms.
  • He reports he was then struck with closed fists, including to the face/head/neck, and that K9 Officer Fannin released K9 “Cletus,” which bit his left hand (severe wounds) and then his right forearm.
  • He reports no decontamination shower after OC spray; he was placed in a strip cell in a turtle suit and shackled (handcuffs connected to leg restraints).
  • He reports injuries including upper-lip laceration, bruising, a loose front tooth, and significant K9 bite injuries.

Emergency transfer + strip-cell deprivation (10/31/25 onward, ROSP):

  • He reports an emergency transfer the same day (about 4–5 hours after the incident). He states he arrived at ROSP around 7:00pm.
  • He reports being placed in a strip cell with no blanket, no mattress, no clothing items, and no hygiene items, as a new intake.
  • He reports he went on two hunger strikes (4 days each) to obtain basic necessities; he says he did not receive adequate items until 11/14/25.
  • He reports being given ripped, foul-odor mattress, half a blanket, and used clothing (including dirty underwear), and that he didn’t shower for 3 days and wore bloody clothes until then.

Ongoing retaliation / classification / access issues:

  • He reports ROSP took his video visits based on the 9/16 charge that he says was overturned on 10/31, and restricted him to two phone calls per month despite no new ROSP convictions.
  • He reports his 200 minor offense charge was not heard within 30 days and he received a continuance notice dated 12/5/25 claiming “medical unavailability,” which he says is false.
  • He reports Red Onion ICA recommended Security Level 5 on 12/2/25 despite no violent disciplinary history.

What we are demanding — protection + accountability:

  • Immediate medical evaluation and documented treatment for OC exposure and K9 bite injuries (left hand + right forearm), and injuries to face/mouth/tooth.
  • Regular, adequate mental-health treatment for PTSD/anxiety/paranoia and any disabilities, with non-punitive, clinically appropriate care.
  • Fix classification immediately: restore him to Level 3 status (as he reports he qualifies) and transfer him to a Level 3 or below facility where retaliation and deprivation are less likely.
  • Restore communications: reinstate video visits and end arbitrary call restrictions unless supported by valid, adjudicated sanctions.
  • Independent investigation into named staff and criminal charges if evidence supports constitutional violations — especially given similar, recent allegations of staff abuse and chemical torture reported in the same Western Region.
