SUMMARY / HEALTHCARE ISSUES
I am filing this complaint regarding serious healthcare concerns arising from a reported use-of-force incident on 10/31/2025 at KMCC and continuing at ROSP after an emergency transfer. Mr. Pollard reports OC spray exposure (sprayed twice) and severe K9 bite injuries to his left hand and right forearm, along with injuries to his mouth/face (upper-lip laceration, loose front tooth) and ongoing trauma symptoms.

He reports he was denied decontamination after OC spray and later experienced strip-cell deprivation as a new intake at ROSP. He reports PTSD/anxiety/paranoia and delayed access to a psychiatrist.

REQUESTED CLINICAL ACTIONS

2) Confirm appropriate wound care and follow-up has occurred (and continues), including pain management, infection prevention, and specialty referrals as indicated.
3) Ensure regular, adequate mental-health treatment for PTSD/anxiety/paranoia and any disabilities, with appropriate accommodations and non-punitive care.
