Update — Multiple Facilities Implementing Pod-Wide Punishments

Reports from Red Onion (Wise Co.), Keen Mountain (Buchanan Co.), and River North (Grayson Co.) describe a new “privileges & incentives” regime that imposes collective punishment — confiscating tablets/TVs and slashing visits, phone access, recreation, and commissary from people who did not offend. We also possess a verbatim memo from Red Onion implementing these policies.

Virginia DOC’s statewide rule, Operating Procedure 861.1 (Inmate Discipline), requires discipline to be individual, post-conviction, and time-limited, with safeguards for limited commissary access, legal/attorney communication, and minimum out-of-cell time. The reported practices contradict those requirements.

Recently red onion state prison released a new inmate handbook with new red onion policies,not D.O.C. policies…Every prison in the state of Virginia allows inmates to have access to their personal tablets,personal televisions,visits and access to order commissary food items weekly..Recently red onion officials re-wrote the handbook and made a section within the handbook telling us we have to earn our tablets,televisions,contact visits video visits and the right to order commissary..The corrupt system that these modern day slave masters wrote simply states if other individuals catch any institutional charges or if they don’t have their cells in compliance-they have right to take our personal televisions,tablets,visits and commissary orders..How can our personal items be taken away if another inmate catches charges and other inmates are doing what they’re suppose to do..They call this the new privileges and incentive section and this is what it states..The following privilege will be provided based on a monthly compliance with above behaviors 1.Tablets (no violations for a month) 2.Television no violations for 2 months 3 microwave ,visits and gym rec no violations for 3 months inmates will only be allowed to order 50$ in food twice a month-no holiday packages will be allowed for population CELL COMPLIANCE 1.NON compliance first week -pod lockdown for 1 day 2 non compliance 2nd week -pod lockdown one week 3 non compliance 3rd week-lockdown one week removal of tablets and televisions 4.non compliance 4th week 30 day lockdown loss of tablets televisions visits and gym rec STAFF ASSAULTS 1.staff assault-30 day lockdown loss of tablet TV’s visits recreation 2.Serious staff assault-60 day lockdown loss of everything 3.staff assault w/weapon 90 day lockdown loss of everything Inmate on Inmate ASSAULTS 1.In cell fight-review and determined by warden 2.one on one assault-5 day lockdown 3.group assault 3 or more -30 day lockdown loss of everything 4.assault with weapon-60 day lockdown loss of everything Incidents involving weapon 1.weapon found on person-30 day lockdown for unit/compound 2.weapons found in common area 60 day lockdown for unit/compound Drugs phones smoke 1.30 days loss of all privileges if found on a person 2.if any found in common area 30 day lockdown unit/compound loss of everything The red onion warden Anderson major hall and other superior officers are making rules punishing every inmate for individual incidents which isn’t right.We are lockdown 20 hours a day and they want to take our televisions and tablets for other individuals catching institutional charges..They took our commissary food orders from 75$ a week to only 50$ twice a month..The trays that they serve aren’t the correct portions so most inmates survive off commissary..The food that they serve inmates are losing massive amounts of weight when they aren’t able to order commissary.. How can you take a person tablet for another inmate getting in trouble and my tablet has my legal work-family photos for our mental stability and even educational purposes..This prison enforces b.s. rules on a daily but they are beyond corrupt.They wrote in the handbook no tobacco on D.o.c. grounds and the guard are coming to work everyday with chewing tobacco on their person-spitting tobacco daily in front of our cells,on the walls and in water bottles.You can go into any office in these buildings and find used tobacco pouches in the trash can.If you do a random search on these officers you will find chewing tobacco pouches in their pocket.They’re enforcing rules that they don’t follow.They’re writing inmates trumped up charges making the inmate look violent and as a trouble maker in order to place the inmate in segregation or to mace the inmate, to use the taser on a inmate or to beat a inmate..The body cameras are being cut on and off and sometimes worn on certain parts of the body to avoid the camera seeing the assaults by staff.When guards come to our cells they are denying us our rec by saying our cell isn’t in compliance or we didn’t strip the proper way in order to deny our showers ,access to kiosk our outside rec because they don’t want to work.In long term segregation they have cordless house phones that we use but its only one phone or two phones per unit and its 22 to 44 inmates in each unit..Its chaos trying to use the phone..The phone dies in 4 hours and has to be charged for 6 to 8 hours and by time they pass it to 3 inmate the phone is dead..Guys aren’t able to call their loved ones and depending on what status you’re on-most guys only get two calls a month which is beyond wrong..This prison and the rest of these prisons in this region is full of family members and childhood friends and being ran by corrupt officials. Even down to the crooked Leslie Fleming whom is the deputy director of institutions that has many family members that work up here..This prison and wallens ridge makes a man worse, violent because of the daily mental and physical abuse that we endure and nothing is being done.A black man was recently killed on wallens ridge by these crooked white wanna be slave masters and nothing has been done..When you report things like I do-you get harassed daily and I even been threaten to have my good time,phone and other privileges taking away but as a man fighting the fight,I don’t care.Cause I will never let these racist white Anglo sextons break me mentally..So after u read this please share this with the world thru every social site.Hopefully u receive this-they are illegally holding my emails and regular mail and labeled me a whistle blower…
