Protect Johnny White (#2180683) — ICC Prisoner in Virginia • End Sexualized Strip-Searches, Medical Neglect & Retaliation
By: UPROAR Admin · September 18, 2025
Johnny (John) White — DOC# 2180683 • ICC in Virginia at Red Onion State Prison (ROSP), Pod C5.
Lead Advocate: MJ (fiancée, primary contact). Family: Elderly mother (IL/WI border, blind in one eye)
🚦 Quick Start — How this campaign page works
UPROAR — Uniting Prisoners’ Relatives Organizing Against Repression was sparked by Kevin “Rashid” Johnson’s 2024 call to organize a prisoner support network composed of prisoners’ loved ones . His message was simple: alone we are ignored, but united we can force officials to act.
This campaign page is one of our tools. We document abuse, notify officials, and create receipts when they fail to act. Each complaint, email, and call adds to the public record and increases the pressure to protect people inside.
We are always looking for more loved ones—and devoted, accountable people inside and outside—who can coordinate, do outreach, support families, and help develop strategies of protest, exposure, and resistance. Join us at bit.ly/join-uproar.

ICC Receiving state: Virginia (care/conditions) • Sending state: Illinois (sentence). Last updated: Sept 18, 2025
🚨 Urgent — ICC duty + ongoing abuse & medical neglect
Under the Interstate Corrections Compact (ICC), Virginia controls day-to-day care, discipline, and conditions for Johnny White while he is housed at ROSP. He reports a sexualized strip-search used to deny visitation, retaliation (write-ups, phone threats), and Crohn’s care withheld since 2023. Family is isolated by distance.
⚖️ ICC rules & laws — what Virginia must do
- Receiving state duty: While ICC-housed, Virginia is responsible for daily medical treatment, conditions, discipline, visitation rules, and safety.
- No delay for sending state: Medically necessary care and humane standards must not be delayed pending Illinois approvals.
- Equal protections: ICC transferees are to be treated under Virginia’s laws/policies like in-state prisoners (including search standards and healthcare access).
- Transparency: ICC transfer basis and policy records should be available via FOIA/public records (subject to lawful exemptions).
Why Johnny White ICC Virginia Red Onion Needs Urgent Action
📚 Personal & legal background
- Age: 43–44; incarcerated since 18 (1999). Sentence: 50 years; ~26 served, ~24 remaining.
- Conviction: Illinois “Felony Murder/Accountability.” He lent a car & guns; two women committed murder without his knowledge; recordings reportedly show they testified he had no prior knowledge. He received 50 years, same as the shooter.
- Transfer to ROSP (2023): Justified using a 2014 IL ticket from a segregation standoff where he says he defended himself after a planted “kite” threat; he was beaten, injured, and denied care. Dossier notes IDOC was told not to use that ticket for classification — yet it was used for ICC transfer.
- Family & support: Fiancée MJ (lead advocate); elderly mother (IL/WI border)
- Current reforms: Watching Illinois “Truth in Sentencing” changes; relief unlikely before January (timeline fluid).
⚠️ Sept 13, 2023 — sexualized strip-search used to deny visit
- Date/Time: Wed, Sept 13, 2023 — during visitation processing (ROSP Pod C5).
- Officers: COs Milgram and Ward; a higher-ranking supervisor arrived ~20 minutes later, reviewed footage, and backed officers.
- Demands (beyond standard search):
- “Spread your buttocks as wide as you can.”
- “Grab your genitals (‘nuts and thing’).”
- “Brush your hand across your lips” in a sexual manner.
- Harassment: “Major sexual slurs” throughout.
- Outcome: Johnny refused the sexual acts (while willing to comply with a standard search); visit denied; disciplinary ticket ordered; phone loss threatened.
“I spoke to Assistant Warden Duncan on September 12, 2025, and broke down everything that happened with the strip search. When I told her it was C/O Milgrum, the look on her face and how she muttered ‘fuck’ instantly told me she was well aware this C/O had been doing this for some time. She said she would fix it. But the very next day Milgrum came right in and was on the same sadistic bullshit, taking everyone’s yard and shower, even causing one guy to go on suicide watch.”
— Johnny White, JPay message, Sept. 17, 2025
“Either the COs don’t care about their superiors’ authority or their superiors are the ones telling them to do this. I think it’s a combo of both.”
— Johnny White, JPay message, Sept. 17, 2025

🏥 Medical neglect — Crohn’s disease
- No medication since 2023 at ROSP; ongoing pain and risk of complications.
- Testing issue: He declined repeat diagnostics in VA after Illinois had just done them; he feared weaponized strip-searches during the process.
- Food/diet: Facility food “inedible”; commissary cap ~$30/week forces instant noodles, worsening Crohn’s.
- Art suppression: Denied art supplies (key coping skill and way to earn commissary funds).
🎯 Our demands
- 🏥 Immediate Crohn’s care: GI evaluation, appropriate medication, and a medically indicated diet — deliver a written care plan to family/advocates.
- 🛑 End sexualized strip-search practices; investigate COs Milgram, Ward, and the supervising officer; discipline/retrain; publish lawful procedures.
- 🛡️ Stop retaliation: restore phone/visits; remove pretextual write-ups; ensure grievance access despite lockdowns.
- 📜 Transparency: release ICC/transfer records and policy citations or state the legal basis for FOIA denials.
- 🚐 Transfer closer to family (Illinois or Wisconsin) to reduce isolation and improve oversight.
- ⚖️ ICC accountability: Virginia must not delay care pending the sending state.
- 👮 Immediate investigation of C/O Milgrum (and C/O Ward); document Assistant Warden Duncan’s prior awareness and Warden Anderson’s on-pod presence; publish findings and discipline.
- 🚫 End collective punishment (yard/shower cancellations; kiosk lockdowns) and stop retaliation tied to reporting abuse.
