Who: Kevin Johnson, VADOC #1007485, also known as Kevin “Rashid” Johnson.
Where: Keen Mountain Correctional Center, Virginia.
Current emergency: urgent need for personal property, legal property, transferred legal materials, and tablet access because he has upcoming lawsuit deadlines.

This campaign is part of UPROAR — Uniting Prisoners’ Relatives Organizing Against Repression. We organize loved ones, create receipts, and force officials to respond.

🚨 Current Emergency: Property, Legal Property, and Tablet Access at Keen Mountain

Kevin Johnson has been returned from South Carolina to Virginia custody and is now housed at Keen Mountain Correctional Center. Returning him to Virginia was a major victory. But VADOC must not be allowed to turn the transfer home into a new form of obstruction.

Kevin Johnson urgently needs access to his personal property, his legal property, and a tablet for communication access. He has upcoming lawsuit deadlines. Without his legal property, he may miss deadlines in active litigation. Without tablet access, he remains cut off from ordinary communication needed to coordinate with legal supporters, family, outside advocates, publishers, and supporters.

This is not a routine property issue. This is an access-to-courts emergency. Delay itself can cause legal harm when court deadlines are approaching.

Officials must immediately:

  • release all of Kevin Johnson’s personal property;
  • release all of his legal property;
  • confirm that all property transferred from South Carolina has been received and inventoried;
  • allow him to inspect and access all legal boxes, filings, drafts, correspondence, exhibits, notes, and case materials;
  • provide immediate tablet access for communication access;
  • preserve all property logs, transfer records, chain-of-custody records, inventory records, confiscation forms, and tablet activation records.

VADOC brought him back to Virginia. Now VADOC must immediately restore his ability to litigate and communicate.

✅ What We Won — and What Comes Next

UPROAR, loved ones, comrades, and supporters demanded that Virginia bring Kevin Johnson back from South Carolina. That demand has now been won.

But transfer alone does not end the retaliation. In South Carolina, Kevin Johnson faced solitary confinement, communication restrictions, discipline tied to published writing, legal-property interference, and other retaliation. If Virginia now withholds his property, legal property, or tablet access, then the practical effect is the same: he is blocked from litigating, communicating, writing, and defending himself.

The new demand is clear: Rashid is home. Release his legal property now.

What We Are Demanding

VADOC Central Administration and Keen Mountain must act immediately to:

  1. Release all of Kevin Johnson’s personal property.
  2. Release all of his legal property.
  3. Confirm that all property transferred from South Carolina has been received, inventoried, and made available to him.
  4. Allow Kevin Johnson to inspect and access all legal boxes, filings, pleadings, drafts, notes, correspondence, exhibits, research, and case materials.
  5. Provide immediate tablet access for communication access.
  6. Ensure that he can communicate with attorneys, legal supporters, family, media contacts, outside advocates, and publishers.
  7. Do not use intake, classification, property screening, security review, inventory delay, or administrative processing as a pretext to obstruct court access.
  8. Preserve all property logs, transfer records, chain-of-custody records, inventory records, confiscation forms, intake records, tablet activation records, and staff communications related to his property and communication access.
  9. Investigate any missing, withheld, damaged, destroyed, delayed, or improperly handled legal property.
  10. Confirm in writing that his legal property and communication access have been restored in time for his court deadlines.

Release all of his legal property. 3. Confirm that all property transferred from South Carolina has been received and inventoried. 4. 📌 Background: Why This Is Urgent

Kevin Johnson’s current property and communication emergency must be understood in context. He was sent to South Carolina under interstate compact after years of exposing prison abuse in Virginia. In South Carolina, he reported solitary confinement, communication suppression, punishment for published writing, legal-property interference, legal-mail obstruction, meal denial, censorship, reported Bengal 2X chemical exposure, and other retaliation.

Supporters fought to get him out of South Carolina because that transfer had become a mechanism of isolation and retaliation. Now that he is back in Virginia, VADOC has direct custody and direct responsibility. Virginia cannot claim a victory while allowing legal-property delay or tablet denial to obstruct the very litigation and communication that South Carolina tried to suppress.

Why legal property matters

Legal property can include pleadings, motions, exhibits, declarations, notes, correspondence, research, drafts, deadlines, court orders, and evidence. For a prisoner with active litigation, denying access to those materials can directly interfere with access to the courts.

Why tablet access matters

Tablet for communication access is urgent because Kevin Johnson needs to communicate with legal supporters, outside advocates, loved ones, publishers, and supporters. After months of communication suppression and retaliation in South Carolina, continued communication delay in Virginia compounds the harm.

Why Central Administration must intervene

This issue involves property transferred from another state, legal-property chain of custody, facility administration, tablet access, and active litigation deadlines. It cannot be dismissed as ordinary intake delay or a local facility matter. Central Administration must direct Keen Mountain to resolve it immediately.

Why this continues the previous campaign

The earlier campaign demanded that Virginia bring Kevin Johnson home from South Carolina. That demand has been won. The next phase is making sure the return home actually restores his legal access, property, and communications instead of reproducing the same obstruction under Virginia custody.
